The Position:

The purpose of this consultancy is to provide technical quality assurance support for Gender and GBV activities funded by the Embassy of Japan (EOJ) through consistent visits to Hatia Island in the Noakhali district.

Bangladesh is at a crossroads on its development trajectory. Remarkable progress has been achieved in reducing poverty. The country is now poised for graduation from ‘least developed country’ to ‘middle income’ status. Significant progress has been made towards universal access to sexual and reproductive health and access to education, but challenges remain at various socio-economic levels. This notably includes increases in several forms of GBV noting that child-marriages increased during this period. By the end of 2021, data also indicates that there is an upward trend in reported physical assault (53%) and forced marriage (1%) in 2021 compared to 2020, which is a worrying trend yet consistent with the impact of COVID-19 in other parts of the country.

Thus Noakhali district (host community) presents a unique set of opportunities and challenges in addressing the delivery of quality sexual and reproductive health (SRH) and Gender Based Violence (GBV) services. This implies a unique approach for UNFPA, with harmonization between UNFPA’s humanitarian programme and UNFPA’s Country Programme 10 (2021-2026). Most importantly, our intervention will provide a platform through which cooperation with the GoB on the issues of SRH and GBV response service delivery will be strengthened.
 

Therefore, the Gender unit of UNFPA Bangladesh CO intends to hire a national consultant for 5 months immediately after the contract is issued (preferably from February 2024 to June 2024).

The consultant will work under the supervision of the GBV in Emergency Programme Officer and overall guidance of Programme Specialist-Gender to carry out the activities mentioned above.

Job Purpose:

The National Consultant will be based in Dhaka with regular visits to Noakhali and focus on supporting the NGO IP to make sure that the existing Women-led Community Center (WLCC) operates in accordance with the UNFPA's standards.

You would be responsible for:
● Support capacity development (in person and /or remote) initiative for frontline GO-NGO service providers including healthcare service provider focusing on GBV Guiding Principles, effective GBV response interventions namely GBV case management, Psychosocial First Aid (PFA), referral and Dignity Kits (DK) distribution.
● Preparing documents related to the project, such as concept notes, progress report, project brief, fact sheet, meeting minutes, background reports, summary reports.
● Closely work with the UNFPA Communication team for drafting communication and advocacy contents (messages, scripts for audio-visuals, context for leaflet/poster, etc.) applicable to the GBV programming. These materials may include print, multimedia, social media content, audio visual/pictorial/video, edutainment content, data visualizations, presentations, op-eds, etc.
● Provide necessary support to the Implementing Partners (IPs) to ensure timely implementation of work plan (both programme and finance).
● Support IP in conducting and finalizing the safety audit report.
● Any other ad-hoc support required by the office for the implementation of any activities both in development and humanitarian settings.
