The World Bank (WB) approved a grant of USD 150 million to the Government of Bangladesh (GoB) for the Health and Gender Support Project (HGSP) in Cox’s Bazar (CXB) district. The project aims at improving access and utilisation of Health, Nutrition and Population (HNP) and Gender Based Violence (GBV) response services among the host and the displaced Rohingya population in the district. CXB lags behind in all key HNP and GBV indicators relative to the national average. In response, the GoB developed an operational plan to implement this project and contracted UNFPA to implement its sexual and reproductive health (SRH) and gender-based violence (GBV) components. 

A team of SHR and Gender programme staff, hired under this project, are working in a coordinated manner to ensure timely implementation of activities and compliance with the donor’s requirements of programme and financial reporting. A clear line of reporting for both technical and financial obligations ensures efficient management of the HGSP.

 

JOB PURPOSE

Under the overall guidance of the Gender Unit Chief based in Dhaka and the direct supervision of the GBV Programme Specialist based in Cox’s Bazar, as well as in close cooperation with other staff recruited under the given Project,  the Individual Consultant (IC) on GBV case management and psychosocial support will contribute to the implementation of the GBV component of the HGSP in Cox’s Bazar District. The IC will support the day-to-day implementation and monitoring of the activities in the field - in both Rohingya refugee camps and host communities, assess their progress and bottlenecks, and assist in providing quality assurance. The IC will focus on supporting the provision of quality and effective GBV case management and psycho-social support (PSS) by service providers to GBV survivors in Women Friendly Spaces (WFSs), One-Stop Crisis Center and Cells (OCCs) and in confidentiality corners in Union Health and Family Welfare Centers (UH&FWCs), which are supported through the HGSP.

The IC will work in close collaboration and coordination with Implementing Partners (IPs); other relevant stakeholders based in Cox’s Bazar, the Country Office (CO) Sexual and Reproductive Health and Rights (SRHR) and GBV teams; the GBV in Emergency (GBViE) team; the GBV Sub Sector; and the Communications Team in Cox's Bazar Sub-Office; for the successful and synergized implementation of the HGSP.

 

You would be responsible for:

The consultant will fulfill the following purposes:

    1.Programme Development and Implementation:

Provide day-to-day support to the respective partners in implementing and monitoring the activities as per approved work plans in the area of GBV prevention and response, with a focus on GBV case management and psychosocial support, in line with the HGSP project document.

Support the implementation and evaluation of results-based work plans for the GBV programme, consistent with the defined project strategies and approaches, and in line with the UNFPA Policies and Procedures Manual (PPM). 

Support the team to bring coherence and synergy between the projects within the GBV programme using a results-based management approach to planning and design, implementation, monitoring and evaluation.

 

   2. Monitoring and Evaluation:

Assist in monitoring the implementation and progress achieved through GBV prevention and response activities, both at the programmatic and financial level, in close collaboration with IPs.

Support the review of regular work plan progress reports from IPs to ensure quality and coherence of reporting.

Assist in writing donor reports - narrative and financial.

Provide support to document the progress and results achieved by collecting and drafting lessons learned, good practices, success stories and other tools, in close collaboration with IPs and the Communications Unit.

Support the monitoring of field activities by conducting regular field monitoring visits and provide recommendations for improvements and quality assurance as necessary. 

 

   3. Technical Assistance & Capacity Development:

Support the Implementing Partner (IP) and other GO-NGO stakeholders to build their capacities to implement the project interventions in line with the GBV Guiding Principles, with a focus on strengthening capacities on GBV prevention and response, GBV case management, psycho-social support to GBV survivors, as well as social behavior change and social mobilisation of the targeted population, including in assisting in developing technical documents related to GBV prevention and response, and in providing training if needed.

 

    4. Partnership Building & Resource Mobilization:

Support the coordination with district, upazila and union level health and family welfare centers; and with Women Safe Spaces to provide necessary support to the IP for the smooth execution of the Project.

Support the office in the organization of events to raise the awareness and visibility of the project interventions, including donor visits to the project sites.

The IC will also carry out any other duties as requested by the GBV Programme Specialist in Cox’s Bazar, the Chief of Gender, the Head of the Sub-Office, the Representative and/or the Deputy Representative.
