The Position:
The purpose of this consultancy is to develop an e-learning course on child marriage and gender-based violence (GBV) under the Global Programme to End Child Marriage (GPECM) Phase III for officials of the Ministry of Women and Children Affairs (MOWCA) and the Department of Women Affairs (DWA), specifically, those actively engaged in the field. The course aims to extend its reach to include members of the Child Marriage Prevention Committees (CMPC) and Nari O Shishu Nirjaton Protirodh Committees (Violence against Women and Child Prevention Committee). This initiative is crucial for maintaining the continuity of the national program, considering the high rate of rotation and turnover of public servants. It aims to ensure that a critical mass of staff of the sector, is equipped with the necessary knowledge and skills to address child marriage and GBV. The target is to achieve a minimum completion rate of 95% for the new staff within one month of on-boarding and 100% for the existing staff of MOWCA and DWA within the first year of roll out.
Job Purpose:
The consultancy endeavors to execute a comprehensive assessment of the knowledge levels and gaps present among public servants from the Department of Women Affairs (DWA), Ministry of Women and Children Affairs (MOWCA), as well as members of the Child Marriage Prevention Committees (CMPC) and Nari O Shishu Nirjaton Protirodh Committees (Violence against Women and Child Prevention Committee) at both local and national tiers. The primary focus of this assessment is directed towards identifying gaps and strengths pertaining to matters encompassing child marriage and gender-based violence (GBV). Following the assessment phase, the appointed consultant will undertake the design and delivery of four distinct e-learning modules. These modules will systematically address critical knowledge and skills gaps, incorporating a comprehensive exploration of the causes and drivers underlying child marriage and GBV, with specific focus on prevalent social and gender norms surrounding child marriage and GBV in Bangladesh. Furthermore, the modules will encompass adult learnings on evidence based program management strategies specifically tailored for addressing child marriage, as well as preventing and responding to GBV following standard operating procedures and referral mechanisms. The overarching goal of this consultancy is to empower and enhance the capacity of DWA/MOWCA staff and relevant committee members, fostering a heightened understanding of the complexities surrounding child marriage and GBV. Through the strategic deployment of e-learning modules, this initiative aims to equip the targeted stakeholders with the requisite knowledge and skills necessary for informed decision- making and impactful interventions in these critical areas.
