The Position:

Programme Analyst A&Y  Humanitarian Response is based in UNFPA Sub Office, Cox’s Bazar and s/he reports to the SRH-GBV Integration Officer in Cox’s Bazar on all day-to-day matters and to the Programme Specialist A&Y in Dhaka on all programmatic, financial and technical matters.

Job Purpose:

In the months following August of 2017 an influx of close to 700,000 refugees entered Bangladesh bringing an already protracted refugee situation in to crises. Currently, with a total refugee population of close to one million in Cox’s Bazar, more than half of these Rohingya refugees are women and girls.  According to UNHCR (2018) there are approximately 120,000 adolescents, defined as those between the ages of 12-19 years. If the UN definition of adolescents (10-19 years) is used, this population size will be even higher. Adolescent girls, approximately half of this population, are especially vulnerable and at increased risk of sexual violence and thus need interventions, which include clinical management of rape, case management, psychosocial support and life skills.  Adolescent boys, while not currently the target of focused interventions are also vulnerable and thus need interventions which are particularly relevant to their contextual reality.  

UNFPA has established a Sub-Office in Cox’s Bazar, housed with UNFPA personnel and experts on emergency coordination, sexual and reproductive health and rights (SRHR), gender-based violence (GBV) and operations.  UNFPA will be expanding this group of professional staff by including A&Y personnel and staff to support the Sub-Office.

As Programme Analyst A&Y Humanitarian s/he will be responsible for managing all A&Y related projects in Cox’s Bazar.  In close collaboration with the Country Office A&Y Programme Unit, the Sub-Office SRHR and Gender Based Violence in Emergencies (GBViE) units and the M&E unit, Programme Analyst A&Y Humanitarian will substantively contribute to the implementation, management, coordination and monitoring of A&Y projects.  In addition, under the guidance of the UNFPA Cox’s Bazar Sub-Office management, Programme Analyst A&Y Humanitarian will work closely with government authorities, humanitarian agencies, civil society and local counterparts to promote collaborative information exchange for driving more effective humanitarian assistance to Rohingya Refugees and immediate host communities.

You would be Responsible for: 

Programme Management:

  • Contribute substantively to the development of projects for Rohingya and host community adolescents living in Cox’s Bazar, in line with UNFPA policies and procedures and budgetary regulations.
  • Ensure the timely development of results-based work plans (WPs) and all other related annual and quarterly documents relevant to the A&Y humanitarian projects, consistent with UNFPA’s overall response in Cox’s Bazar.  
  • Identify procurement needs and prepare procurement plans with distribution lists of equipment and supplies and ensure necessary follow-up to facilitate timely and efficient delivery.
  • In collaboration with Finance and Administrative Officer(s), analyze programme and financial expenditure status, recommend appropriate adjustments together with support from the UNFPA Country Office.
  • Liaise with Implementing Partners (IPs), including with all project personnel, other government counterparts, relevant clusters and UN agencies to identify implementation/management bottlenecks and coordinate the actions to overcome them.
  • Work directly with the Gender and SRHR staff on Cox’s Bazar to ensure cross-fertilization of interventions and effective coordination.  
  • Support the implementation of project/programme activities under direct UNFPA execution (DEX), such as coordination of research/studies, facilitation of consultants’ work and field visits.
  • Seek support and interventions from the UNFPA Country Office, if and when required to ensure effective management of all projects under her/his purview.

Capacity Development:

  • Provide technical advice and support to relevant project staff of national IPs and identify priority capacity development needs to enhance the skills required for implementing interventions and developing, monitoring and coordinating work plans.
  • Identify capacity development needs in relation to Gender, Adolescent and Youth issues, Adolescent Sexual and Reproductive Health and Rights (ASRHR), Sexual and Gender Based Violence (SGBV) and Life Skills Education amongst Implementing Partners 
  • Plan/conduct appropriate trainings for relevant staff of IPs and ensure IP staff knowledge and skills levels are of a high standard to implement projects which fall under the A&Y umbrella.
  • Contribute to the development of training modules and SBCC materials for adolescents in the Rohingya refugee and host communities and support the IP to implement/deliver these.
  • Ensure overall quality project implementation by contributing significantly to design, management, and supervision of effective trainings, orientation sessions and other capacity building programmes for different categories of stakeholders.

Monitoring and Evaluation:

  • Closely monitor project implementation to identify best practices as well as constraints, share them with the relevant UNFPA programme teams and implementing agencies, and in case of constraints, recommend solutions to overcome them. 
  • Prepare all M&E reports and forms for submission every quarter together with the quarterly fund request forms.
  • Undertake regular field visits to monitor the quality and timely implementation of project activities and provide support to IPs in the delivery of interventions to adolescent boys and girls.
  • Conduct weekly meetings with the IPs as well as arrange quarterly periodic project review meetings to assess progress made, challenges and planned interventions and share notes with the head of the Sub-Office and the A&Y unit in the Country Office. 
  • In collaboration with the Monitoring and Evaluation Unit, collect and analyse data/information from the projects and draft relevant quarterly/annual reports and donor reports.
  • In collaboration with Operations staff and A&Y team members, regularly monitor and report on the use of supplies, equipment and other resources procured for the government and non-government implementing partners.

Communication, Knowledge Management and Partnerships:

  • Maintain collaborative relationships with all IPs and external stakeholders, as relevant for UNFPA’s programmes and represent UNFPA at coordination/cluster meetings upon request.
  • Establish and maintain strong relations with relevant UN agencies, especially those in the protection cluster, youth working group and SRH working group, to ensure synergies in project interventions. 
  • Provide substantive inputs to prepare communication material, edutainment resources and policy documents A&Y related issues. 
  • Ensure knowledge management by documenting good practices, challenges and responses and sharing these with all relevant programmes of the UNFPA Sub-Office and the A&Y unit in the Country Office.
  • Support the Programme Specialist (A&Y), in drafting periodic documentation and dissemination of project processes, lessons learnt and best practices internally and externally as required.
  • Assist in future advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, concept notes, speeches, donor profiles, and participating in donor meetings and public information events.

Other Corporate Tasks:

  • Collaborate with all relevant programmes of the UNFPA Sub-Office to ensure teamwork and promote programmatic convergence.
  • Analyze and interpret the political, social and economic environment in Cox’s Bazar, as relevant to A&Y and identify opportunities for UNFPA assistance and intervention. 
  • Support, organize and participate in missions from the UNFPA Country Office, donors, government officials, and media to highlight A&Y issues in Cox’s Bazar. 
  • Any other relevant activities/responsibilities as assigned by the Supervisor, Representative and/or Deputy Representative.

Qualifications and Experience: 

Education

Advanced degree (Master’s or above) in development studies, gender studies, anthropology, sociology, and/or other related social science field.

Knowledge and Experience

  • Minimum 2 years of professional experience, preferably in programme/project management in the public sector.
  • Practical experience in A&Y programming (ASRHR, gender, life skills), including programme management and monitoring as well as the provision of technical assistance.
  • Experience in humanitarian/development/peace-building programming and operations, preferably with the UN.
  • Demonstrated experience in coordinating and liaising with a range of IPs, both government and non-government at district level, including communities.
  • Expertise in capacity development, knowledge management and communication in relation to A&Y SRHR issue and capacity building tools on the subject and their application.
  • Solid knowledge and understanding of the socio-cultural, health and economic underpinnings of A&Y issues especially in relation to humanitarian contexts.
  • A strong understanding of human rights-based approach to humanitarian work and results-based management.
  • Exceptional interpersonal, communication, networking, and negotiation skills.
  • Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills. 
  • Ability to express ideas and concepts clearly and concisely, both in written and oral forms. Excellent English writing skills, communications skills, and inter-personal skills.
  • Ability to deal with culturally and religiously sensitive and complex issues skillfully and at different levels.
  • Knowledge and experience in monitoring programmes.
  • Proficiency in Microsoft Office applications is required.

Languages

  • Fluency in oral and written English is essential
  • Knowledge of Bangla is required and the local Cox’s Bazar language is an advantage
