Background Information

Communication Support Officer is located in the Cox's Bazar sub-office and reports to the Communication Specialist and UNFPA Head of Sub Office, Cox’s Bazar.

The Communication Support Officer is the focal point for media and communication activities in the Head of Sub Office. He/she provides substantive inputs to media, communication and advocacy aspects of project formulation, planning and implementation.

He/she works collaboratively with programme staff in the UNFPA Sub office and with regional and headquarters communication and media specialists in UNFPA and other agencies.

The Communication Support Officer will work in close collaboration with Cox’s Bazar Programme and Operations teams, to ensure consistent and high quality visual materials.

The Communication Support Officer will create compelling visual communications products through meeting, collecting stories and interviews that promote the work of UNFPA and highlight issues that UNFPA is advocating for in Cox’s Bazar. S/he will also assist in designing and finalizing regular products such as sitreps, reports, fact sheets and other products. She / He will also contribute to event planning and donor relations.

Main Tasks & Responsibilities

Under supervision of the Communication Specialists, the key responsibilities of the Communication Support Officer entail the following:

  • Provides input in the development and supports the implementation of the Cox’s Bazar sub-office’s Advocacy and Communications strategy,
  • Organizes data and information, drafts and compiles documents, maintains records and controls communication plans for their implementation,
  • Monitors the implementation of Country Office’s Cox’s Bazar sub-office’s advocacy and communications activities and assesses the achievement of results. Evaluates advocacy and communication materials to target audiences and participates in the evaluation of their impact,
  • Assisting in drafting, editing and proof-reading of all materials, capturing key messages of UNFPA work in the sub-office, collating amendments from colleagues (including, but not limited to concept notes, brochures, press-releases, fliers, feature articles related to activities/events, human interest stories and any other public information advocacy materials);
  • Preparing background communication and promotional materials for briefing and visits of media, high level UNFPA Cox’s Bazar staff, goodwill ambassadors, donors, and other of such visits. Assisting in the planning, logistics and administrative arrangements.
  • Assisting in the creation and editing of photographs and videos. Managing the coordination of film and photography shoots / accompanying photographers and videographers,
  • Organising and generating support for special events and activities to promote humanitarian programme goals, including World Population Day, State of World Population report launch and annual UNFPA Award. Assisting in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives,
  • Maintains/updates the Cox’s Bazar sub-office’s online communication channels, including the country office’s website as well as social media platforms; Monitors press coverage of UNFPA work and ICPD issues and contributes press clippings to the weekly regional media monitoring report.
  • Organising and managing media archive. Establishing/maintaining an up-to-date documentation centre for publications, press releases and clippings, as well as photographic and audio-visual materials. Mapping major media outlets and compiling a database of media lists and stakeholder contacts,
  • Maintaining media events calendar, ensuring timely preparation of promotional activities,
  • Negotiating and purchasing communication related series and materials, ensuring most cost effective options are explored. Following up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and overseeing the qualitative aspects of production, (e.g., quality control, translations, reviews of layout, graphic design and printing,
  • Assisting with representing Cox’s Bazar sub-office at press and other events, play a moderating role as required and providing logistical and technical support as required;
  • Assisting in conducting of joint events and initiatives in collaboration with the UN Communications Group;
  • In collaboration with the Communication member from the communication cluster of Cox’s Bazar, develop a group of practice with the aim of ensuring harmonized work on the promotion of UNFPA mission and objectives,
  • Assisting and participating in joint cluster initiatives.
  • Ensures application of the regional publication policy and submission of publication requests to the regional publications committee.
  • Acts as a communications focal point in case of humanitarian emergency with the following roles:
  • Leads the work of journalist/photographer (when applicable)
  • Assists in drafting fast, interesting, high-quality and accurate articles and images from the ground. In particular, human interest stories
  • Works with the CO and RO to disseminate content through social networks
  • Participates in the work of the UN Communications Group;
  • Contributes to quarterly updates on the MPAs and MPRs as needed in the online MPA monitoring module and contribute to updates for CD;
  • Performs other relevant duties and assist with other communications tasks as required.

  • Contribution to development and effective implementation of communication and advocacy strategy
  • Maintains relations with the media and communicates Cox’s Bazar sub-office’s positions and results through appropriate channels
  • Administration of UNFPA Cox’s Bazar sub-office’s web and social media content
  • Contribution to conceptualization and design of various promotional materials. UNFPA participation in Joint UN communications initiatives

Qualifications and Experience

Education: 

University Bachelor’s degree and certificates in Journalism, Communication, Media Studies, Visual, and/or a related subject.

Knowledge and Experience:

•   Minimum of 5 years of relevant experience at the national level in communications

•   An understanding of the Rohingya political context, and experience working with the Rohingya population in Bangladesh.

•   Ability to speak Bangla, Chittagonian language or Rohingya would be a highly valuable asset;

•   Excellent video production skills, including special effects.

•   Excellent web skills.

•   Excellent oral and written communications and editing skills in English.

•   Demonstrated team player in an international team environment.

    UN common system experience, especially field experience, is desirable
